@Javaxtreme Just a question from a quick glance at the circuit. The JK is being operated with both J and K tied together. This means that this FF either toggles or else holds its value depending on the state of the J&K input coming from the output of a 7400 operating as an inverter there. If the JK FF is holding (inputs are both 0) then it should not change at all. If the JK FF is toggling (inputs are both 1) then it should change state. That doesn't mean change to a 1. That doesn't mean change to a 0. That means change from whatever it was to the opposite state.
