xtra, I think you are talking about NEC 406.4(D)(2). Note that it refers to NEC 250.114. There are distinctions made there. NEC 406.4(D)(2) is about what's allowable for the home owner. NEC 250.114 is more about manufacturer design/compliance, I believe. A home owner usually doesn't know any of this stuff -- so they are expected to be totally ignorant and just plug stuff in if they easily can. Specialists argue over these sections and I'm not sure there is consensus. So I've seen, anyway.
