I haven't recently attempted to find a wall-wart that is just a potted transformer. But I do have boxes filled with such AC/AC transformer-only wall-warts. Millions of them were made and sold. And they go at least back to the Western Electric 2012 unit used to power the old princess phones. Probably still much earlier than that. But memory fades. Some come completely potted and sealed. Some are able to be opened up with tools. If there is a change making it difficult today, then perhaps part of the change is the legal environment today vs then.
