Market size, probably. Arduino appeals to a large audience of artists, makers, and so on. I don't know, but I would guess that is a much much larger market. Also, it's not simple to start an entire industry around something new. It needs to hit critical mass and that means more than just making something available. Take a look at the history and disputes for Arduino, how it formed, what others did to create something, etc. Then imagine how you'd arrange something similar on this topic. Lots of people were involved there. And lots of fighting, too.
